The Youth Parliament Project

The Youth Parliament Uganda project is a three year project that is meant to achieve mostly global goals 10 and 16 by nurturing a youthful generation of tolerant citizens (15-35) years to promote equality, peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels in Uganda by involving the youth in decision-making processes. Because Uganda’s post-independence has been characterized by military overthrow of governments, tribal clashes, constitutional instability, and gross abuse of Human Rights by State organs. There is a high level of corruption in the country which has created an economic imbalance among the individuals and the different regions of the country. The project’s objectives are; 1. To empower the youths to promote Peaceful and Inclusive societies for sustainable development. 2. To raise citizens who shall be the necessary human and intellectual capital to foster Sustainable development, and a Democratic society in Uganda. 3. To enhance leadership skills and talents development as a means of stimulating social and economic wellbeing of the youths. 4. To nurture a generation that shall accommodate each other regardless of their difference in age, sex, political affiliations, etc The project involves the youths in local government structures, students in the selected secondary schools and Tertiary institutions, Universities, and the youths who are out of school in Uganda in decision-making on democratic governance issues that affect their well-being through structured dialogues, debates and public speaking events, training the youths on democratic principles, Social media platforms interactions, and organizing creative arts galas for the youths at regional and national levels. To the best of my knowledge, this Project represents the first time that a platform for discussion on issues concerning democracy is provided in Uganda to the youths.
Impact of your enterprise on sustainable development
The Youth Parliament project centers on delivering empowering democratic governance information to the target youths (15-35) years through targeted initiatives such as Informative broadcasts, Structured dialogues, Debates and public speaking events, Creative arts galas, and Training sessions for the youths’ leaders on democratic principles and as ambassadors of the Uganda National Dialogue Program. Providing training in this way to the different youths in the society will encourage holistic participation in upholding the rule of law within Uganda. In addition, the Project uses innovative methods of information dissemination such as SMS, Radio, Television, and Telephone broadcast (informative broadcasts), and Creative arts galas. It uses legal education to empower the youths to promote Peaceful and Inclusive societies for sustainable development, provide access to Justice for all and build effective, accountable and inclusive Institutions at all levels and reduce rights violations which cause social inequalities in Uganda. Furthermore, the project is effectively linked to local and /or national policy makers, with a view to making significant contribution to wider public policy and practice by lobbying for legal reforms for effective frameworks for the rule of law. I/ We prepare a project action plan and budget setting out the project activities and objectives (which are divided into precise actions). The action plan and budget track expenditure and progress against those objectives. Project outcomes are measured by the achievement of the action plan objectives. I/ we monitor the action plan monthly using narrative reports incorporating quantitative data and qualitative feedback from the target group. The budget is tracked through audited quarterly financial reports. In conclusion, I am gathering support from as many partners we can to deliver the project to all the youth communities in Uganda in particular and Africa in general.
Sustainability and future plans
The Youth Parliament project is implemented through Sugur Development Agency (SDA), a Ugandan NGO, founded by the Project founder. The project aims at nurturing a youthful generation of tolerant citizens (15-35) years by promoting peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels in Uganda by involving the youth in decision-making processes. The Project is designed using the business model canvas in order to equip the beneficiaries with knowledge of Democracy, Dialogue, Debates ,their legal rights and resources available in order to be self-sufficient in protecting their rights. The training includes information about legal rights , democracy and includes practical recommendations on preventing and resolving disputes. Over time, such knowledge will spread without SDA's intervention. The programme aims to cause cultural changes within communities in Uganda, encouraging, for example, equality , changing the culture around transfer of power so that there is more certainty with peace , Justice and strong Government institutions, and generally encouraging people to properly observe the rule of law and respect Human rights and move away from the customary practices which hinder this. TheYouth Parliament Project is implemented by SDA in partnership with the following organizations; Local Government administrations, Strategic Response International (SRI), Inter-religious Council of Uganda, Elders Forum, Youth with a focus Teso ,YALI Uganda Chapter etc. In conclusion, SDA receives the project funds through public and private donations, in kind contributions and it will continue its efforts to attract funding for its activities, which includes: • lobbying for funding from other organisations through its network of partnerships and via publication of its activities in Uganda; • gathering information and feedback from training, Debates, Dialogues,and Creative arts galas participants and using this for fundraising campaigns.
Your profile as an entrepreneur
Vincent Ocen is a 30-year-old self-driven, result oriented Entrepreneur, legal and Information Technology Ugandan professional with proven ability to work under multidisciplinary settings. He has spearheaded a number of successful projects. For instance, Civic empowerment under Teso Anti-Corruption Coalition (TAC), Skills Development under world Vision Uganda, Land rights under SDA etc. Vincent also served in various leadership positions. For example, Chairman Electoral Commission of Uganda Christian University, Speaker Teso Students Development Association, Team Leader cohort 25 of Young African Leaders Initiative (YALI) Uganda Chapter, Chairperson Board of Youth Council Uganda Red Cross Society Katakwii Branch, etc. He has also participated in various international events. For instance; The 2018 UN Global Festival of Action for Sustainable Development as a finalist for UN SDGs Communicator award, YALI fellowship for Civic Leadership, Pan-African Debate Championship among others. He has 11 years of experience in the community development sector, specifically focusing on Civic rights, peacebuilding and Democratic governance. Currently, Vincent is a Founder and Executive Director for Sugur Development Agency (SDA), a Ugandan NGO where he focuses on initiating, designing, managing, implementing and evaluating community based programmes and projects. For example, The Uganda Youth Parliament project, The Visible Action for SDGs, Save the female youth, Entrepreneurship project etc which are intended for the attainment of sustainable Development in Uganda. In conclusion, Vincent is driven by his commitment to Social justice and one day he hopes to witness a Just, Peaceful and Democratic society in Uganda.
