DESIGNING AN E-LEARNING PLATFORM TO REMOTELY EQUIP THE DRC CITIZENS WITH TRANSFORMATIONAL SKILLS

The Democratic Republic of The Congo is potentially rich in terms of natural resources that can be exploited in a manner that ensures a sustainable and profitable development. However, despite the population estimated at hundred million, there is shortage of expertise on which the country can rely to turn potential into wealth. Considering my experience in learning management, I am developing an E-learning platform that will aim to equip the younger population with relevant skills to boost the country development. The website is expected to accommodate thousands users that will be given opportunity to enroll to several courses grouped into different skills areas including but not limited to: (1)-entrepreneurship, (2)-environment protection ; (3)-mining industry ; (4) Hygiene, Health & Safety; (5) Secondary School last year learning programs with set of previous years exercises that students can practice so they are ready for secondary school exit exams. By transformational Skills I mean, skills that will shape or reshape DRC citizens' behaviour in a way that contributes to a sustainable development. In view of the above, the website will address the skills development needs of any citizen with an acceptable literacy level in FRENCH as an official language and 4 national languages:LINGALA, SWAHILI, TSHILUBA and KIKONGO. In that way, linguistic barriers will be totally eliminated and accordingly this will allow people to acquire the same knowledge and skills regardless of the language used. Although, learning programs in national languages will be limited to basic skills, the impact will still be significant as we are promoting mass learning for great impact principle. Building the platform will entail wide range of activities including but not limited to: 1.Learning material designs; 2.Learning materials translation from French/English to national languages; 3.Learning platform development that will consist of learning materials loading, platform launching and the website.
Expected impact of your idea on sustainable development
The impact will be first expressed in terms of citizens behaviour change followed by direct effect on a given area of life in which citizens acquired related skills. Thus, for each learning skills area, they will be a related impact for instance: 1. Improvement of environment management thanks to set of environment protection related learning programs; 2. Reduction of citizens' premature death and accidents as a result of basic hygienic, health and safety skills development program; 3. Increase of start-ups and small firms as the result of innovation and entrepreneurship skills that will be imparted to citizens through the platform; 4. Reduction of unemployment rate thanks to new skills acquired through the platform and that will allow a category of citizens to successfully compete on the Job market; 5. Elimination of education constraints that may due to insufficient education infrastructure, pandemic outbreak like the COVID-19. The platform will increase the number of skilful citizens on whom the DRC can count to transform its natural resources in a way that contributes to sustainable development; The success will be determined via wide range of metrics including but not limited to number of visitors on the learning platform, number of downloaded certificates per, number of people who got Jobs upon their on line training; Number of start-ups and small created per year thanks to entrepreneurship and innovation skills acquired through the platform. The project target will be any Congolese citizen equipped internet connected device and with an acceptable literacy level that can allow him to write and read in French or in one of the four national languages. Private and public schools and companies will be among our key targets.
Plans for implementation and sustainability
Collaborators to be involved in the business will be of different categories depending on the type of support that will be required from them. Thus, collaborators will include but not limited to: 1.Learning materials designers: The designing of learning materials will require a wide range of experts in the area of education and vocational training. 2.Software developers: Software developers will be required to build up the learning platform and then load the learning materials on the platform. They will be also required to ensure the platform continuous development and accordingly accommodate millions of users. 3.Telecommunications: company/Internet providers Partnership with telecommunication companies like VODACOM, AIRTEL, ORANGE and other companies will be highly required to promote the delivery of learning services to about 60 million of 3G and 4G smartphones users. Moreover the project will need private servers and reliable internet provider to provide high quality learning services to millions of computer users. 4. Mining Industry and other Goods production companies: Companies in mining sector will be among potential partners as they needs a continuous upskilling of their manpower. Therefore, learning curriculums to cover all mining related skills needs will be accordingly designed. 5. Government Institutions: Partnership with government institutions like the ministry of education, the ministry of labour and vocational training, the ministry of media and telecommunication will be required to respectively obtain the approval of the learning content approval and the website registration. 6. Finance Source. Loans, donors will be the source of our finance.
I am a DRC citizen, born in 1980 the 27th day of December, I hold a bachelor degree of metals engineering from the Official University Of Lubumbashi. I have more than 10 years experience in training and development in mining industry and I am currently leading the training department of FRONTIER SA, one of the big mining companies in The Democratic Republic of the Congo. I also hold certificates in training and development and a diploma in Human resources management respectively from the University Of Cape Town (UCT) and ALISON based in the United Kingdom. Besides the focus on employees skills development, I was as well the chairperson in the vocational training program of local communities surrounding the mining projects. Thus with my first employer I worked for, more than 400 peoples were trained different trades including but not limited to industrial and domestic electricity, Auto Mechanics; Millwright; Plant Mechanic, Welding and Boilermaking While most of trained people got Jobs within the region, some of them opened up small businesses in the community based using knowledge and skills they acquired from TENKE FUNGURUME MINING Training Centre a former affiliate of FREEPORT McMorran where I worked for 3 Years and 8 months prior to Joining my current employer. I consulted national and international vocational institutions like the immersive technologies specialized in the simulation of Mining Equipment; The National Institute of vocational training (INPP) recently upgraded by the JICA (Japanese, International), and ELANEX, a high standard translation company I used to translation multiple training programs. The DRC is one of the richest countries in terms of natural resources however, the country is facing multiple challenges to bring major part of its human capital to an acceptable standards of knowledge and skills so that cater for sustainable development
