Africa will be free from armed conflict, terrorism and extremism,
intolerance and gender-based violence, which constitute a serious problem.

will be free of drugs, trafficking in human beings and organised crime
as well as other forms of criminal networks such as the trade in
weapons and piracy will have ended. Africa will put an end to trade
and the proliferation of small arms and light weapons.
The continent will have experienced an improvement in human security, with
net decreases in violent crime per capita and secure spaces
and peaceful for individuals, families and communities.
We recognize that a prosperous, integrated and united Africa, and an Africa
based on good governance, democracy, social inclusion and the
respect for human rights, justice and the rule of law are the conditions
necessary prerequisites for a peaceful and conflict-free continent.
We aspire that by 2063, Africa will have:
- a culture of human rights, democracy, equality between men and women
men and women, integration and deep-rooted peace;
- prosperity, security and safety for all citizens;
- mechanisms to promote and defend security and safety and
collective interests of the continent.
Africa in 2063 will be a continent living in peace and in the
security, where harmony will prevail within the grassroots communities. The
management of our diversity will be a source of wealth, transformation
and accelerated economic growth, rather than a source of
conflict.
Mechanisms for the prevention and peaceful resolution of conflicts will be operational at all levels. As a first step, dialogue-based conflict prevention and resolution will be actively promoted in order to
that by 2020 all weapons will be silenced. The culture of peace and tolerance will be provided to the children and youth of Africa
through peace education.
Africa will be equipped with transformative leadership in all areas
(political, economic, religious, cultural, academic, youth and
women), as well as at continental, regional, national and local levels.
Africa will be a continent where institutions serve its people,
and where citizens ensure and actively participate in development
social, economic and political and management issues. A competent bureaucracy,
professional, rule-based and merit-based will serve the continent and offer
effective and efficient services. Institutions at all levels of
government will be progressive, effective, democratic and accountable.
The people of the continent will have affordable and timely access to independent courts and an independent judicial system that will provide and deliver justice without fear or preferential treatment. Corruption and impunity will be a thing of the past.
