A centre for education in participatory governance, entrepreneurship, peace and living together will be launched throughout the Savannah region and will be supported by capacity-building workshops for young members of solidarity associations (peer educators on peace and the promotion of human rights, cultural activities).

These figures indicate the gap between the rulers and the governed. This is a barrier to the involvement of all and to sustainable development. It is therefore necessary to improve the country's public governance through citizen action. In view of these problems, we want to provide answers that are in line with the spirit of UNESCO's 1945 Constitution in
which states: "Since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed".

In these days when the population lives in a climate of uncertainty, despair, the triumph of injustice, impunity, feelings of revenge and hatred between individuals, families and communities is being revitalized. The population is not interested in public action, in social action, and that is deplorable. According to Afro barometer figures (2013), a non-partisan survey and research project conducted in Africa that measures citizens' attitudes on democracy and governance, the economy, civil society and other issues, 6% of Togolese are interested in public affairs, 12% are more or less interested and 82% are not interested at all.

PROBLEME
The consequences of ethnic conflicts are nowadays indicators of the tragedy that the Togolese people have been going through on a daily basis for a decade now. The political situation in the country since 2005 has witnessed massacres, rapes, systematic looting, house fires and public markets. Suddenly, the feeling of hatred, revenge and tribalism very quickly took place with identity connotations in social life in defiance of the solidarity once considered as the foundation of Togolese society
